EU institutions have reached agreement on HEU Regulation and Specific Programme

On 19 March, the EU institutions have reached a partial agreement (common understanding) on HEU Regulation and Specific Programme in the last trilogue meeting. The confirmation of the common understanding on the part of the EP ITRE Committee is expected on 3 April 2019, and the vote in EP plenary should then take place mid-April.

 

This agreement is a precondition for the European Commission to be able to start preparations for the implementation of the programme, including Strategic Planning process and Model Grant Agreement (MGA) preparations. Although, this agreement does not cover the budget for Horizon Europe, as being subject to the current negotiations on the Multiannual Financial Framework (MFF). Other areas not covered yet include for instance Third Countries participations and any consequences of Brexit.
