EC Publishes its Proposal for the Post-2020 EU Budget: €100bn for Research & Innovation
The EC has published today its proposal for the Multiannual Financial Framework (MFF) for 2021-2027, with a declared willingness for more transparency and more flexibility.
On Research & Innovation, the EC proposes a €100 billion budget, of which €97.6 billion for the successor of Horizon 2020, called Horizon Europe. This budget includes €3.5 billion dedicated to the Innovation Window of the InvestEU Fund, a fully integrated investment fund, as well as a €10 billion budget for R&I in food, agriculture, rural development and bio-economy, both of which were not included in the H2020 budget. In addition, €2.4 billion would be allocated to Euratom, which was also counted separately from Horizon 2020 budget.
The figures are expressed in current prices, assuming an inflation of 2% per year. In 2018 prices, the €97.6 billion figure falls to €86.6 billion.
The European Council and European Parliament will now work on the proposal. The European Commission expects an agreement before next year’s EP elections.
