DG Competition recently published a Handbook on State Aid for Small and Medium Enterprises (SMEs)

The Handbook gives a concise overview of the aid possibilities for SMEs as allowed by the Community state aid rules.

States aid covered in the handbook includes those to support research, development and innovation. In this sector, the Commission adopted a Framework on state aid for research and development and innovation (R&D&I) in 2006 and the General Block Exemption Regulation, which also includes many R&D&I categories in 2008. Both the Framework and the GBER contain new provisions on innovation, that are specifically meant for SMEs and that also contribute to a better targeting of aid towards job and growth creation along the line set up in the Lisbon agenda.

The handbook also covers temporary state aid measures to support access to finance in the current financial and economic crisis.
